The debate over local government autonomy in Nigeria raises a fundamental question. Can grassroots governance thrive without corresponding independence for the legislature and judiciary?

For Hon. Bimbo Adekanmbi, the Allied Peoples’ Movement (APM) governorship candidate in Oyo State for the 2027 election, the answer lies in a three-pillar vision encompassing local government, legislative and judicial autonomy.

His position broadens the debate beyond the financial independence of local councils to the institutional foundations of effective governance. It also challenges political leaders to defend autonomy consistently rather than selectively.

Autonomy should not be reduced to an election-season slogan. It should enable public institutions to discharge their constitutional responsibilities without undue interference while remaining accountable to citizens.

Local governments are expected to bring governance closer to the people, provide essential services and address community needs. Their effectiveness depends on adequate resources, administrative capacity and the freedom to make lawful decisions.

The debate centres on whether councils can independently access and manage their funds, determine development priorities and operate without excessive interference from state authorities. The operation of State Joint Local Government Accounts, commonly known as JAAC, and the broader question of financial independence therefore deserve particular scrutiny.

Financial autonomy must, however, be accompanied by transparent budgeting, responsible spending, effective auditing and public accountability. Adekanmbi’s position connects these concerns to a wider governance question: how can Nigeria strengthen the independence and effectiveness of its democratic institutions?

Three pillars, one governance challenge
Adekanmbi identifies local government, legislative and judicial autonomy as three principles that should be championed.

Local government autonomy enables councils to manage their affairs, establish development priorities and deploy resources to meet community needs. Without meaningful authority and financial control, grassroots development risks becoming excessively dependent on decisions taken elsewhere.

Legislative autonomy allows elected lawmakers to enact laws, scrutinise executive actions and represent their constituents without improper interference. A legislature unable to exercise effective oversight weakens the checks and balances necessary to prevent the abuse of political power.

Judicial autonomy enables courts to interpret the law and administer justice independently. It is essential to protecting citizens’ rights, upholding the rule of law and sustaining public confidence in the justice system. Independence must also be matched by integrity and accountability.

On the aggregate, these pillars present autonomy as a system-wide principle. A political system cannot credibly demand independence for local councils while overlooking the freedom lawmakers need to scrutinise the executive or courts need to dispense justice impartially.

The challenge is to protect institutional independence without weakening accountability. Autonomy must strengthen democratic institutions, not shield public officials from scrutiny.

The accountability question for political leaders
The debate also invites scrutiny of political leaders’ records and consistency. Senator Sharafadeen Alli, a former local government chairman and lawmaker representing Oyo South Senatorial District in the National Assembly, should be prepared to explain his position on local government autonomy and the steps he has taken to advance it.

What legislative proposals, motions, advocacy or other initiatives has he pursued since entering the National Assembly in 2023? What lessons from his experience as a council chairman inform his current position? And how does he connect grassroots autonomy with legislative and judicial independence?

These are legitimate questions, but any assessment of his record should be based on verifiable evidence, including legislative records, committee work, public statements and other relevant interventions. The absence of a bill devoted specifically to local government autonomy would not, by itself, settle the question of his contribution.

The dispute involving Hon. Wale Adedayo, former chairman of Ijebu East Local Government Area of Ogun State, also raises questions about the consistency of the All Progressives Congress [APC] in defending grassroots governance. The handling of the local government autonomy issue in Osun State under the All Progressives Congress (APC)-led government likewise provides grounds for examining the party’s sincerity to the principle.

These developments place the APC’s position, as well as Alli’s advocacy, under scrutiny. Political leaders should explain how their actions align with their stated commitment to local government autonomy. Any conclusions about specific incidents, however, should be grounded in verified facts.

On the whole, political advocates of autonomy should be judged by their records, the consistency of their positions and the practicality of their proposals, not merely by the strength of their rhetoric.

From rhetoric to institutional practice
Adekanmbi’s three-pillar vision provides a framework for examining how autonomy could improve governance in Oyo State. Its value will depend on the policies and implementation plans that accompany it.

For local governments, citizens deserve clear proposals on financial management, administrative authority, transparent budgeting and service delivery. For the legislature, the priority should be effective oversight and freedom from improper interference. For the judiciary, it should be independent adjudication, respect for due process and the protection of the rule of law.

As the 2027 governorship election approaches, candidates should explain how they intend to strengthen public institutions, improve administration and make government more responsive to citizens.

Adekanmbi has expressed support for the three forms of autonomy, greater citizen participation, transparency, accountability and efficient service delivery. He has also indicated an ambition to promote effective governance and institutional best practices in Oyo State.

These commitments provide a basis for debate, but voters deserve more than declarations of principle. They need clearly articulated policies, feasible implementation plans and measurable outcomes.

The question is not simply whether autonomy is desirable, but how it can be protected within the law, implemented effectively and sustained beyond the tenure of any administration.

The citizen at the centre
On the final analysis, autonomy should be judged by its impact on citizens. Its purpose is not merely to redistribute political power but to improve governance and deliver tangible benefits.

For rural communities, effective local government autonomy should mean more responsive administration and greater attention to essential services and infrastructure. For urban residents, it should provide more opportunities to influence local decisions and hold representatives accountable.

Without transparency and public participation, financial autonomy could simply relocate political control without improving governance. The same principle applies to the legislature and judiciary: independence must serve the public interest and remain consistent with constitutional responsibilities.

By linking local government autonomy with legislative and judicial independence, Adekanmbi invites political stakeholders to consider autonomy as a connected system of institutional responsibilities rather than a narrow electoral demand.

A vision that must be tested
As the 2027 election approaches, voters must assess candidates’ promises against their records, policies and understanding of governance.

Adekanmbi’s three-pillar vision recognises the connection between grassroots development, effective lawmaking and the administration of justice. Its credibility, however, will depend on clear proposals, workable implementation plans and a commitment to accountability.

Senator Alli and other advocates of autonomy should explain what institutional changes they support and how their records demonstrate commitment to the principle. Alli, in particular, should clarify how his experience as a former council chairman and serving federal legislator informs his position on grassroots independence.

Such scrutiny is not a rejection of autonomy; it is necessary to ensure that the debate produces meaningful institutional reform rather than political rhetoric.

For Oyo State, the discussion should move beyond who claims ownership of the autonomy agenda to what changes are required, how they can be achieved and how citizens will measure their success.

The ultimate test of Adekanmbi’s three-pillar vision, or any competing proposal, is whether it empowers institutions to serve the people more effectively and gives citizens stronger grounds to demand results from those entrusted with public power.
